Foreigners who have permanent residence permit in Ukraine are considered as full-fledged residents, that’s why they enjoy more rights than those with temporary residence permit.
Unlike citizens of Ukraine, foreigners with permanent residence permit ARE NOT ABLE to cast a vote during general or local elections, be elected, be drafted into Ukrainian army. A foreigner with permanent residence permit doesn’t have to renounce his citizenship.
A foreigner who applies for permanent residence permit in Ukraine is considered to be an immigrant. Accordingly, he or she has to receive Immigration permit from the State Migration Service of Ukraine. Only on the basis of this document a foreigner may receive permanent residence permit in Ukraine.
In accordance with the law of Ukraine “On immigration”, there are two ways of receiving permanent residence permit in Ukraine – within the immigration quota and beyond such quota. We provide detailed description of each of the ways in the according chapters of this article.
Every year the government of Ukraine determines the number of foreigners of certain categories to allow to immigrate to Ukraine i.e. they can receive permanent residence permit in Ukraine. Meanwhile there are some other categories of foreigners who can immigrate at any time irrespective of any kind of quota – despite the number determined by the government. The fact is that this quota is subject to annual revision, means this number changes every year, but it is always clearly defined and finite. For example, if the government sets quota at the point of 100 people, then 101st person who has legal grounds for receiving permanent residence permit within the quota of immigration will be automatically refused.
